Rule 8.03: Pitcher Warm-Up
When a pitcher takes his position at the beginning of each inning, or when he relieves another pitcher, he shall be permitted to pitch not to exceed eight preparatory pitches to his catcher during which play shall be suspended.
A league by its own action may limit the number of preparatory pitches to less than eight preparatory pitches. Such preparatory pitches shall not consume more than one minute of time.
If a sudden emergency causes a pitcher to be summoned into the game without any opportunity to warm up, the umpire-in-chief shall allow him as many pitches as the umpire deems necessary.

I say 2 tops. You're warming up in the bullpen for a reason. I'd like to say none but I'm aware that mounds are different. Let them throw 2 pitches on the game mound and move along.

5. Bullpen is just for loosening up, and teams are wary of βdry humpingβ their pitchers so they arenβt going to, nor should they, throw at full speed until they actually enter the game. Yes, that is the actual term used.

he gets enough time in the pen.
and if that's not enough (i.e. pen time) - that's on the coaching staff for not getting on the horn in time to get him warm.......

and if a reliever feels he's cold he can always go this route too after loosening up in the pen: just saw a piece where the Atlantic League is lengthening the distance from the mound to home plate to like 62 feet 6 inches - I love it - more offensive - while i'm at - when will Aluminum Bats be introduced folks - I think it's time

5. Then bring back the bullpen cart to get them there quicker. Then restrict the # of relievers per inning.

The QB is warming up on the sidelines while the defense in out on the field. How man practice throws does he get when he enters the game? Loosen up in the pen, throw a handful of full speed pitches out there and then enter the game. Sometimes it feels like baseball is built around tedium. Ironically it's also the only sport where the manager dresses up and pretends he's a player. So bizarre.
