I agree its a horrible idea and to do it without the big European teams is just pointless. I can't imagine FIFA would go ahead with it if the top European clubs really do refuse to participate.
At least with the current format with only one spot for each confederation, teams from outside Europe have a fighting chance to win it - all they need is to beat the European champions in ONE game. In this new format, with 8 teams from Europe taking part, a South American club would be lucky to reach the semi-finals. Furthermore, with it taking place every four years, who would qualify? The winners from the past three years? Teams change a lot in that time, especially the ones outside Europe - any promising player who helps an Argentinian team to win the Libertadores in 2023 will be long gone to Europe by the time the 2025 Club World Cup comes along.

At first I thought you were speaking of the new format for the WC on Qatar with a "Zahlendreher" (transposed digits). Anyway: I will ignore this one as much as the one in Qatar.
