Yeah they did.
Apparently Joss Whedon wanted to include her in The Avengers, but couldn't because of Edgar Wright's Ant-Man film that was in the works at the time.

So Edgar Wright did Janet Van Dyne dirty and not the MCU. They had plans for her that was washed away. I wonder what the original plans for the MCU were with Hank and Janet being in The Avengers.

So yeah Whedon couldn't do it because they're both set in the same universe and it wouldn't have made sense.
