There was a comic series, a secondary version of the Thunderbolts, that starred Red Hulk, Venom, Punisher, Elektra, and Deadpool together kicking all kinds of ass. It was awesome. Never happen as a movie, but it was awesome.

The studios will all have to work something out then. It’s not 2003 anymore people. Everybody’s gotta share their toys. Well, its not IMpossibble. It COULD happen, but its a logistical nightmare.
Everything Hulk related is tied up in a deal with Universal. That's why no Hulk solo lead movies.
Venom is obviously at Sony.
Deadpool is at Fox, though obviously that might not be an issue anymore.
Punisher and Elektra might be the easiest to pull over, but they might decide to keep them at the TV/streaming level.
Red tape.

They wasted Hulk, he should have had his own solo series. I don't know why they stopped at the first one.

The next page shows them all lying unconscious on the ground with Red Hulk towering over them.

They retain some of the rights to the character, and they have not reached the same kind arrangement that Sony has allowed with Spider-Man. It's complicated.
