How would you rank the antagonists of the DCEU from best to worst? Let's just include the main villains for each movie, so characters like Faora, Dr. Poison, and Black Manta don’t count. Here's my ranking:
1. Orm (excellent, the best DCEU villain by far) 2. Dr. Sivana (he was so awesome, his deadpan seriousness and determination was a great contrast with the giddy hero) 3. Zod (I still prefer Terrence Stamp from Superman II, but Michael Shannon did a pretty good job too) 4. Ares (he looked badass when he got the armor at the end but the actor playing him was about as intimidating as a gerbil) 5. Lex Luthor (would have been a good performance if he was playing The Riddler, but this quirkiness wasn't a good fit for Lex) 6. Steppenwolf (he was too bland and unmemorable, an ensemble film should have had a more interesting villain) 7. Enchantress (she sucked)

Ok here's mine.
1. Dr. Sivana - was a close contest between him and Orm for top spot, but Sivana is just overall more intimidating 2. Orm - great villain (for DCEU anyway) but loses top spot because he's a bit over the top at times 3. Zod - decent villain, a bit over the top, nothing too special but still heads and shoulders above all the remaining DCEU villains . . . . 4. Steppenwolf - completely bland and uncompelling but he still gets ranked higher than the others by virtue of simply being unmemorable whereas the others are horrible 5. Ares - the actor looked too puny, the CGI looked cartoony but at least the acting wasn't extremely bad. Had they gotten a different actor and better CGI this might have worked. 6. Lex Luthor - this guy was just cringeworthy. As in I literally cringed when I saw him on screen. He's irritating, non-threatening, and almost unintelligible. The only reason he doesn't get last spot is that at least he has a bit more personality than: 7. Enchantress - is it possible to be irritating despite not really doing anything? Well, Enchantress did it. She managed to be both unmemorable like Steppenwolf yet somehow irritating like Lex Luthor. I can't think of one good thing to say about her. Even her dance moves sucked.
On a side note, I still think Faora was the best villain we've seen on DCEU. I just wish she was given more screen time.

Hadn't seen Shazam yet. But I'd list them as:
Zod (Michael Shannon's go-for-broke fanaticism and cold blooded ferocity makes him the most threatening of the bunch.)
Orm (Patrick Wilson was given one of the sillier DC baddies to portray. But he made Ocean Master a genuinely imposing foe.)
Ares (Thewlis is good with what he has. I kind of get what the were going for with his character but the plan seems too convoluted. Still, we got a decent fight out of him.)
Steppenwolf (He's not actually an incompetent villain per se but extremely unmemorable.)
Lex Luthor (I wasn't against the casting of Eisenberg but this is not Lex Luthor. This is a schizo addict that got lose onset.)
Enchantress (Ugh! Should have been either Joker or Amanda Waller. Wtf were they thinking?)

Lex is the only one they really developed. Zod was half-developed, he had a backstory and full explanation of his purpose... but he was still rather 1-dimensional.
I'm not saying Lex is the best one, not by a long shot. But they need to spend some time on the villain in WW2 or The Suicide Squad, because everyone else was just 'brief explanation... lots of fight scenes!'

However, I'd say Dr. Sivana was pretty well developed and we got to see a lot of his backstory and extensive explanations as to what his motivations were. Hell, the movie even opened with a prologue that sort of made it look like the film was gonna be about him. All the others were quite one-dimensional and flat though. I think Orm and Sivana are the only two truly great villains in the franchise so far.
