When I hear the name Billy, I automatically think of the killer from Black Christmas (1974) and that was one terrifying horror character! So to answer your question I suppose Jason would be just as scary if he were named Billy Vorhees.

Maybe. Although, Billy is a name that’s used several times (Billy from BC, Silent Night Deadly Night).

When I hear the name 'Billy', I don't think too much about it. I mean it doesn't scare me, if anything it may convey some mystery because of how common and seemingly normal of a name it appears as. So when it's used for a horror character villain, like 'Jason', it becomes catchy. Not scary so much. It is interesting to see how often the name 'Billy' has been used in horror movies for an antagonist. Aside from what was already mentioned above, it was used in "Scream" (Billy Loomis), "Jack Frost" (Billy Metzner), "Carrie" (Billy Nolan), "Dead Silence" (Billy the Doll), and is the name of the puppet in the "Saw" franchise (Billy the Puppet). The short name, 'Bill', has also been used numerous times from "Silence of the Lambs" (Buffalo Bill) to "The Conjuring 2" (Ghost Bill Wilkins) etc.
And, I don't find the name 'Billy' too scary, because after watching the movie "Midnight Express", and then actor Jim Carrey's reenactment of the same scene in "The Cable Guy"; I can't ever hear the name 'Billy' and not think of this, lol.
And for a fun fact of where Jason Voorhees' name originated, first creator, Victor Miller, came up with the name 'Jason' as a combination of 'Josh' and 'Ian', Miller's two sons. And the name 'Voorhees', was inspired by a girl that Miller knew at high school whose last name was Van Voorhees.
