It seems the general idea is that when Cap went back in time and hooked up with Peggy, he didn't change the main timeline, in which Peggy still will have married someone else, gotten old and died. Rather, he created an alternate timeline in which she presumably marries Steve and they have a life together. Old Man Cap then used th wrist gadget to travel back to the main timeline to say his goodbyes and pass on the shield. Using the wrist gadget to travel between timelines fits with an earlier scene, where Cap and Tony use the wrist gadgets to travel from the Battle of New York timeline to the 70s.
So, everything checks out. Until...you ask yourself, "Then why did they need a time machine, when they could just use the wrist gadgets?". When the big machine in Avengers HQ is destroyed, they act like their only hope is the one in the van. At the end, when they send Cap back to return the stones, they use yet another, smaller time machine. Why didn't he just slap on a wrist gadget and travel back using only that?
Doesn't ruin my enjoyment of the movie at all, but it does show the problem with time travel as a device in movies. No matter how many angles you cover, there will always be some inconsistency.

I just imagine they built that smaller one after the battle. They didn't have it at the time.

Cap didn't have the wrist gadget. On their article the writers say the question for another time & place is how Cap got back. They suggest he did it before & spoke to Bucky so Bucky knew. I assumed after the battle finished everyone had a few minutes to catch up & of course old friends Steve & Bucky did so. Bucky probably even told him to go for it, that they had enough heroes to cover anything in the future. Steve probably offered Bucky the gig, but Bucky was very publicly outed as a bad guy in Ultron so he probably doesn't feel people would accept him. Plus the whole WWII era mentality of the heroes we have who survived from that era-that they are basically "good folk". Bucky doesn't see himself as Cap because Cap meant something special to him
