Which Killer from the "SCREAM" Franchise (including the TV Series) do you think had the Number 1 Best Reveal Scene ?

Billy for sure. A strong percentage of Scream killer reveals were, in the dark. What i mean is, characters like Mrs Loomis or Roman...we don't find out who they really are or their reasoning until after the reveal so the initial reveal is kind of like 'ok, well who is this person again?'
With Billy there was enough suspicion and backstory told, and the misdirection that he was a red herring. Plus his slow turn and 'We all go a little mad sometimes' line was perfect.
I do wish Jill wouldve gotten away with it tho. She was the smartest killer for sure.

I've never seen the TV show.
Billy and Stu had the best reveals in the film series (ironically, the original Scream was the only film where we didn't see at least one of the killers reveal themselves by removing the Ghostface mask and costume.) A big part of the magic of their reveal was the discovery of there being two killers. Virtually no one suspected there being more than one, so to find out that two people were behind the carnage made the ending all the more memorable.

Yea but Romans felt so forced and fake. I never liked Roman much.

Second place for me would be Charlie, even though Charlie himself isn't much of a character. I generally prefer these types of reveals over "X takes mask off".
