He just had enough energy to power a continent go through his arm. He was holding a building worth of debris off of War Machine and Rocket with his good arm. Even at the funeral he had his arm in a sling. How would you expect him to dig out?

If you actually saw the film, you would have seen that Hulk was busy keeping the remains of the building from crushing Rhodey and Rocket (and any other possible survivors) while water was rushing in to drown them all. He was basically holding a building with one arm.

One of his arms were rendered useless due to using the Infinity Stones, and he was trying to save the lives of others, Hulk could have dug his way free but doing so would have let the building fall which he would have survived but the others wouldn't have, Ant-Man on the other hand could just instantaneously grow large enough to but out of the rubble so he there was no need to release the rubble in that case, not too difficult to figure out.

I think Giant Man probably is stronger than Hulk actually. He just downright flattened Cull Obsidian who has the same strength as the Hulk.

They never used those names, Cull Obsidian or Black Order, in the movie. I can't remember what they said in the movie, they weren't exactly major characters but that is who they were, Thanos' squad who've appeared in the comics prior except Cull Obsidian was named Black Dwarf originally.
