Ryan Reynolds begged them for years to do that movie and when that didn't work, had to beg Hugh Jackman to speak to Fox on his behalf. Even after Fox finally agreed, they gave him a pittance of a budget for the movie. It was obvious that Fox wasn't really interested in making that movie and should be proof of how bad their decision-making skills are when it comes to cbms. Deadpool came about (and ended up being good) because of Ryan Reynolds. Without him I'm pretty sure Fox would have thrown that idea in the garbage without a 2nd thought.

Like all other aspects of the X-Men, Fox didn't really have that much faith or confidence in the material, which is why they never aimed higher than they did and never achieved greater success. Their direction with the franchise was always short-sighted and aimless and always lacked the imagination, scope and creativity that the material requires. There's a reason why the mainline films never ventured very far beyond what was introduced in X2 and why continued focus was always put on Xavier, Magneto, Mystique and Wolverine (not to mention the never-ending appearances and references to Colonel Stryker). They just didn't know what else to do. It was clear to me since X3 that the proper handling of the material and characters was just beyond their capabilities.
With Deadpool, it was nothing more than a happy accident for Fox. That film would have never been made if it weren't for Reynolds' efforts, which many believe included the leaking of test footage. The immediate positive and loud reaction from fans resulted in the film finally getting the green light, but only with a small budget, obviously to minimize risk.

No offence but I think you are suffering from confirmation bias. They may not always be the primary focal point when it comes to the plot, but they're definitely given the bulk of the screen-time and attention. I can't speak for Dark Phoenix since I haven't seen it and refuse to subject myself to it, but the bottom line is that Xavier, Magneto, Mystique and Wolverine could easily be labeled as the star characters of the franchise when looking back at the films as a whole, while other (equally important) characters were largely ignored/sidelined. Even some of the actors themselves have complained about it.
When Mystique (largely driven by J-Law's now fading star power) is given more attention than characters like Cyclops and Storm, not to mention being given a leadership position over them no less, these films have done something very wrong.

Magneto was a major player in X3 and all the other movies save Logan if I'm not mistaken. Xavier was a major player in all the movies except X3 I think. Mystique was a focal character from First Class onwards but she played no small part in X1 and X2 as well. Wolverine was always a focal character in any movie he was in.
