This very interesting article covers a lot of loosely related subjects centering around IMDB and its ratings system. It also covers its forum boards and the HBO mini series Chernobyl.

Yeah, I think that article has some decent points.
I think some of it is people are too quick to fling around high scores (or overly low scores in some cases) as people should rate what they watch based on how much they personally enjoy watching it in comparison to everything they have seen as it gives a more honest/accurate rating that way. it's what I do so my ratings are always truthful/accurate.
as my basic system is this...
6/10 or higher = Thumbs Up (will re-watch (and often do)) 5/10 or lower = Thumbs Down (won't re-watch(with rare exception))
although my 7's and higher are the movies I consider favorites. that's a pretty good all around system if you ask me because like I always say the movies of any true worth are ones you want to re-watch from time-to-time as the years pass and those that are not worth re-watching really ain't that great at the end of the day.
basically I tend to use the 1 through 10 rating scale properly in that 5/10 is average/middle-of-the-road and then scales up and down fairly evenly from there unlike some who seem to pretty much use 7's and higher and not much below that etc which is a skewed/flawed rating system as most movies should definitely not be in the 7/10 or higher range.
I basically see it more of a thing in that most people in English speaking countries tend to prefer English speaking people/movies as a general guideline since it appeals to us the most as once you venture too much outside of that standard, it becomes quite a bit more difficult to find movies of any real worth. like for those who don't like that kind of thing, they would be better off making a specific IMDb variation catered to your region(country)/language.
but with that said... I can't see stuff like Chernobyl being all around more enjoyable to watch for most people than something really popular like Game of Thrones or Breaking Bad or The Sopranos and the list goes on. so in this regard it seems likely that Chernobyl's rating is skewed way to high.
