His reach grows throughout the series. Until the 4th film, it's just the children of the people that burned him*. After that, he needed someone with the ability to bring in newbies. In between 5 and Freddy's Dead, he gained the power to haunt the entire town. Then halfway into the latter, his daughter unwittingly carries his soul out of town and he can then haunt anyone (though he dies soon after).
*According to 2, he could also haunt Nancy's house and its occupants.

It’s actual part of the plot progression of the series that his reach has limits. He usually trying to reach more and more children from part 4 onward.
