My bet is that it was the Spanish police that incited it all in the first place. If you get hit by a truncheon in Spain, Italy or France, they'll arrest you for assaulting the truncheon.

TRAVELLING FANS
Police wish to promote a relaxed atmosphere and encourage fans to remain in the pedestrian-only Plaza Mayor district of Madrid. The area has numerous bars, restaurants, ATM machines and Metro stations close to the vicinity for ease of travel. Madrid Police have experience with UEFA Champions League supporters and will therefore engage with fans, but will under no circumstances tolerate any form of anti-social behaviour. According to Spanish law, any person arrested will be immediately placed in the judicial system and detained in Spain until the person has been serviced by the courts. As a point of reference for fans, there will be designated Leicester City stewards in hi-vis coats with visible ID, located in the town centre. Although it is not the law in Madrid that everyone must carry some form of ID on them at all times, fans are strongly advised to do so – preferably a driving licence or passport. Landlords of public houses may refuse to allow fans to dress their hostelry in Leicester colours and we ask that fans respect their wishes. The content of the flag or banner must not be derogatory toward any topic or colourful language.
