It's one of several Korean films based on European folklore, all which have a decidedly darker twist than the modern versions of these tales.

Here's Van Johnson playing the Pied Piper for a TV special in 1957. I saw it when I was a child in the 70's. And here's Van Johnson again playing a similar character called the Minstrel in 1966, as the guest villain on Batman. I don't know why he couldn't have simply played the Pied Piper again. A matter of legality perhaps.

Yeah, do not mistake Padak for a cute film for kids despite the songs and the obvious references to Finding Nemo, what with a tank full of clown fish. When Padak is placed in the clown fish tank by a devilish child, the clown fish start insulting her, so she eats them all.
