I remember him well as Jahn from the Star Trek episode "Miri" and as The Rat Catcher in Split Second (1992).

Wow, I just watched Dick Tracy, too.
The movie I remember him most from is Roxanne. And Scrooged.
And of course Star Trek's Miri.
