The female bullies mentioned are more vicious and duplicitous than most of the male bullies. The guys are usually just stupid jocks who are defeated or avoided pretty easily. The women bullies are smarter and scarier. Sadly we are now in a time where women bullies despite still being vicious and evil are not punished or defeated but instead are handed an "excuse" for being hate filled villains.
These days the bitch that tormented everyone through 99% of the movie is made sympathetic in the last 10 minutes because her kids like their dads new wife more or her ex was mean to her or some such ridiculous garbage. Even if the bitch remains a bitch she gets no comeuppance and her mean spirited comments and acts are somehow supposed to be seen as funny and harmless.
I doubt women will even be allowed to be less than perfect in movies soon much less bullies or villains. Unless you've never been around any women, the concept of them being ruthless and mean at times is something you are very familiar with especially if you have pissed them off. The idea that women are too sweet and nurturing to be villainous is laughable unless you're a misandrist or a virgin or just an idiot.
I vote for Rip in Less than Zero as worst bully. He might actually be more sociopath than simple bully but the guy is terrifying in his cruelty.
