There's so many to choose from. Like this creepozoid in 'Back To The Future' (1985).
"A bully whose family celebrates a long history of making life tough for the McFly clan, Biff badly wants to date Lorraine (Lea Thompson) and torment George McFly (Crispin Glover). Getting manure dumped on him didn’t seem to shake the bully out of Biff, however. He’s as much of a jerk in the dystopian future of 2015, where he’s joined by his equally terrible grandson, Griff (also played by Wilson). And in Back to the Future Part III, Wilson plays Buford Tannen, who’s the worst of all Tannens so far: a bully who likes gunfights."

Even after Biff tries to rape Lorraine, George is forgiving enough to have Biff still polish his car.

Even after Biff tries to rape Lorraine, George is forgiving enough to have Biff still polish his car. George should have destroyed him, piece by piece. I'm a horror movie fan - many of the greatest writers and directors in horror were systematically bullied at school. The bullies often struck unannounced, randomly, repeatedly - "drip, drip, drip ..." effect as they proudly call it - Stephen King's first novel 'Carrie' tapped into this and propelled him towards a career as a prolific writer that's seen him become the bestselling horror author in the world. King also wrote the story 'The Shawshank Redemption' and Bogs Diamond are based on, which struck a nerve globally in the 1990s. Horror is popular because many people have been systematically bullied, understand the psychological effects of this, the confidence it ebbs and strips away in a person; as a result, they are drawn to these works of literature and cinema. I think.

Wrong genre again but they are teens and 1976 is almost the 80's : 'Carrie' wrote the modern playbook on vengeful teenagers. I believe its brilliance is in the way the storytelling reveals how pressure can build up in somebody being mindlessly belittled, tormented and victimised, even somebody as meek and mild-mannered as Carrie White. Seeing it as a child had a huge impact on me becoming a dedicated, lifelong horror fan - the genre I'd never turn my back on, no matter what.

James Spader in Pretty in Pink - "Steff" (IMHO the best character in Pretty in Pink) Steff : C'mon, I'm talking about more than just sex here. Andie : No you're not. Steff : You know, I've been out with a lot of girls at this school. I don't see what makes you so different. Andie : Well, I have taste. Steff : [puts cigarette in mouth] You're a bitch.

He probably hangs out with this aggressive jerk in the middle - Hardy Jenns from 'Some Kind Of Wonderful' (1987).

The film "The Wanderers" is filled with bullies and counter-bullies. I always think of 'The Wanderers' (1979) and 'The Warriors' (1979) together.

Ace Merrill in Stand by Me was frightening because there was no comedy in his performance. He really seemed like he would do permanent damage without hesitation.
