Superbowl XXIII was the best. Montana led the best game wining drive in Superbowl history. I have to go with Super Bowl XLII. The largest lead in the game was only 4 points so each play potentially could've been a lead-changing play. There was a Super Bowl record 3 lead changes in the 4th quarter alone.
It was 1 of only 3 Super Bowls in which no team had more than a 1-possession lead. Super Bowl XXIII was also a Super Bowl in which no team had more than a 1-possession lead. But Super Bowl XLII had more historical significance (an 18*-0 team trying to finish with the best single-season record in NFL history) than Super Bowl XXIII.
Super Bowl XLII was also 1 of the greatest upsets in sports history. It was an epic David vs Goliath matchup. An undefeated team that had beaten their opponents by 18+ ppg and was considered by many people to be invincible. Vs a #5-seeded, double-digit underdog that finished 3 games behind in their division.
Eli's game-winning drive wasn't as long in terms of yardage as Montana's game-winning drive, but it was arguably much more dramatic. The 49ers were down by only 3 points so even if Montana couldn't drive the 49ers the length of the field, he could still tie the game with a FG. The Giants were down by 4 points so Eli couldn't settle for a FG and had to go the length of the field.
Also, I don't think the 49ers ever had a 4th down on that game-winning drive. The Giants had to convert a 4th down to keep possession and then it was on a 3rd-and-5 that Eli avoided a huge sack (that would've made it 4th-and-long) and launched the 32-yard pass that Tyree caught on the top of his helmet.
That was dramatic! But there was even more. The guy who predicted a 23-17 Giants win before the game (which Brady laughed at and arrogantly suggested that the Patriots would score about 42 points against the Giants) was the guy who caught the game-winning TD pass.
And finally, Super Bowl XLII is only Super Bowl that ended with 2 different teams popping open the champagne and celebrating - the 2007 Giants and the 1972 Dolphins!

I voted Number 49, it was the most fun from start to finish.
Number 30 on this list? Seriously? That wasn't a thriller like the others.
