He's like three characters in one. He's the perfect smarmy politician, the perfect sinister puppet-master, and the perfect over-the-top insane old man who just doesn't give a fuck. And he moves between these three characters almost seamlessly.
Ian McDiarmid gives one of the best performances of all time in RotS. On the one hand, it's the most OTT and hammy performance ever put to film. But on the other hand, it's 100% believable. This insane old fuck has been waiting for DECADES to show people just how fucking batshit crazy he is. And as soon as he has the winning hand, he fucking dials it to 11. I love it.

I would second that on both counts. Palps is definitely one of the best, most interestingly written villains in genre movies: Succeeding by clever manipulation and plotting rather than brawling. As for the acting, I enjoy the gleeful ham: the total triumph of evil, especially when he destroys the senate in the fight with Yoda decades before actually dismantling it in ANH.

I agree that McDiarmid gave a great performance all around, especially in Revenge of the Sith. I never thought of him as a great villain until I really sat back and thought about how ingenious he was. He really was a scheming genius.
The fact that he essentially built two armies to face off as he controlled both of them was clever, as well. This conflict confirmed he would take absolute power. He's also just an evil dude. So, yeah, he's a pretty good villain.

McDiarmid was great except in ROTS, where he's just doing a parody of himself for a lot of it. (He is still great im many parts of ROTS, such as the opera scene).
I don't blame him. It's what he was directed to do.

I think McDiarmid's Palpatine was great character and performance, but I consider Javier Bardem's Anton Chigurh as the greatest in my book.

Palpatine did something in 30 years that his fellow sith couldn't do in a 1,000. Destroy the Republic & the Jedi. Then rule it all.

an argument could be made really, definitely one of the best written baddies.
I saw the PT first. Palpatine and how he rises to power by manipulating and making the Republic stumble over itself is one of the things that made me respect and love the Saga as a narrative. That is great, dystopian storytelling, not the simplistic kiddy shoot-em-up that I expected. Kudos to Lucas for that.
(yeah and to those twerps who say "great villain who is defeated by teddy bears", yah you got a point there, but in the end maybe they lost because them Ewoks looked like teddy bears, eh?)

I don't know why Ian isn't in more movies.
