70's for me has to be either The Godfather or Star Wars. 1920's & a galaxy far far away, is fine with me. But is that what the OP was asking?
Jaws takes place entirely in the 1970s btw.

There are several but I really agree with everybody who says The Breakfast Club.

But is it popularity or defining of the 80s itself? Much of BTTF takes place in 1955. Of non-R rated films it seems to be the top candidate--I would say Top Gun or Beverly Hills Cop would be other considerations but I don't think they were as popular and might be a little too niche (especially Top Gun) but if we are thinking of the 80s, does BTTF have enough 80s reference? And doesn't the Breakfast Club take place mostly in a room? Marty switches into 50s clothing after he gets hit by the car too. I think it comes down to which film gets more cultural reference since then--the Terminator or BTTF (complicated by the fact that Terminator has the sequels and Schwarzenegger had a bigger film career than Fox so it's not like we have had constant reminders of it). Gremlins is another one. It even has breakdancing and aerobics Gremlins. It just means what film people most associate with the 80s.

Back to the Future Top Gun The Terminator Raiders of the Lost Ark These are the movies that spring to my mind as representative of the 80s. The Breakfast Club is so far down my list I'd get tired of listing other movies before I even got to that overrated nonsense, and I'm the generation it was supposedly portraying.

Ghostbusters is up there for me. Tons of product placement, a popular music video tie in, a toyline, t-shirts, etc. Plus, the story takes place in the 1980's.
