zoilus aka schlacko thinks that when the state hires a Public Defender to defend a suspect and the Public Defender then hires an investigator to investigate the case and the D.A. tells the Public Defender "I need a guilty verdict", then the Public Defender (because he's paid by the state) is going to tell the investigator (who's paid by the Public Defender's office, which gets funded by the state) to "Find evidence to prove the defendant is guilty".
