This show aired on network TV sometime between 1978-1981 or so. It was either some sort of anthology series with a different tale each week, or a MOW. But it doesn't seem like it was MOW length.
In the show, two buddies (probably in their 20s) decide that they are going open some sort of burger restaurant. A stand or a shack. Something small.
The burgers were called “juice burgers” and they were going to be the best in town..naturally.
The building was going to be built from the ground up doing all the construction themselves.
The building has to be completed/passed inspection by midnight on certain date for some arbitrary reason or it can't open EVER. You know, for drama.
Every attempt to make progress on the construction is thwarted by the story's villain – a mean old building inspector (MOBI). During every phase of construction, MOBI keeps failing them for petty, nit-picky reasons. It's almost like he is rooting for them to fail.
Then, on the night of the deadline, MOBI is doing his final inspection. With just minutes to spare, MOBI informs them that the kitchen's exhaust system is installed incorrectly and he can't pass them.
“I just can't pass you”, MOBI says. The two look dejected. But then MOBI says “but I can show you how it's done RIGHT”. MOBI then loosens his tie, rolls up his sleeves, gets up on the grill and looks up the exhaust shaft. The scene ends on a cliffhanger whether or not they met the deadline.
Then, in the show's epilogue, a presenter speaking to the camera gives the show's moral-what ever that was (the important thing was their friendship or working together or whatever feel good thing)– but he doesn't reveal if they made the deadline.
But then, he winks at the camera and says something like “if you're ever in town, I know a place you can get a good juice burger”.
In my memory, MOBI looked like Richard Jaeckel, but his IMDB provides no clues. In my memory, the presenter was actor/director Dennis Dugan, but again his IMDB provides no clues. No other Google or IMDB searches have provided in info
