Horror is at its most irresponsible when depicting the mentally ill or fetishising violence/rape. There's a lot of horror that I don't like.

A lot of people might be surprised to find out James Cameron's first movie was actually "Piranha 3-D" (well sort of) Well, to be precise it was actually Piranha II: The Spawning from 1982.

No. For some people who aren't horror fans, perhaps. But in general, no because the horror genre actually represents real life fears and warnings of evil.
