It has a large budget ($200-225 million per wikipedia), and it's coming out when many movie theaters are closed, many of the ones that are open have limited capacity, and many moviegoers are reluctant to go out to theaters even of they're open. On top of this, the film is receiving mixed reviews, with "Nolan's weakest movie" being a common refrain. So, is the movie doomed to be a flop financially?

Has better reviews than Interstellar and The Prestige so far.

Mixed reviews? The last I saw it got a high 70's/low 80's fresh rating on Rotten Tomatoes.

Pretty insane - saw it made only $2 million less than Dunkirk’s opening weekend. Dunkirk also opened in more countries/theaters and didn’t have a pandemic keeping people away. WB is probably letting out a sigh of relief at this point.
