Either that or they simply don’t care. In any case, I really wish that Snyder didn’t insist on casting this woman.

If she's in the movie, no diehard fan of Johnny Depp will see it. WB likely has no opinion on this outside of if and how it might impact their bottom line.
I'm not a fan of Aquaman, Ms. Heard, or Mr. Depp; however, a contract is a contract. If she was promised a role in the next film, they should give it to her.
If they made no explicit promise to her regarding subsequent films, I think they can get along without her for the second movie. Aquaman mythology has plenty of female characters to draw from.

She’s the one who was caught admitting to abusing him, and there have been multiple corroborating witnesses.

She's been revealed to be a very nasty individual who has a history of being abusive, and not just to Johnny Depp but to others as well, and a liar and even when you take away personal life from the equation she is neither a box office draw or a particularly acclaimed actress - and as Mera there a plethora of other actresses out there would be much better fits and have better chemistry with Momoa.

Heard's situation is a lot worse, we're talking about abusing human lives and manipulation of the media and law system respectively here. There are so many red lights on the road one has to wonder what's preventing the vehicle from stopping. With Miller we only have that one video, which, as you've said, has very little context to it, and as far as we know there aren't really any known instances where Miller has expressed such actions at people.

They could just kill the character off in Act One. Doesn't Black Manta kill Aquaman's son in the comics? They could swap that out and make it Mera instead.
