Sometimes yes, not really a fan of jazz to begin with. Some old crime thrillers have very relaxed jazzy scores that do not really fit the genre, while in other cases the tempo seems too fast for the scene or the entire movie.
Few weeks ago I watched The Girl Hunters (1962), a Mickey Spillane/Mike Hammer movie, which I though had a distractingly unfit score of this kind.

No. I was annoyed, however, watching a recent airing on the Movies! channel of the 1931 film The Public Enemy. The version shown had a jazzy score added to scenes with music--during a nightclub scene, for instance, which wasn't too bad. The film's disturbing closing scene, however, was ruined when the actor playing Tom Powers' brother puts the scratchy old recording of "I'm Forever Blowing Bubbles" on the phonograph, and the wistful little tune is drowned out by some jaunty light jazz music that sounds like it"s from the 1950s. Really spoiled that final scene.
