I think that makes the most sense. If it goes order of appearance then the credits may start with some dude working at a newspaper stand who has one line in the whole movie. Those should always be at the end of the cast credits in my opinion

If the movie has an ensemble cast, a "cast in order of appearance" is preferable to alphabetical order.
