I don't think so, they'll be the perennial came really close but just weren't quite good enough team, it seems no matter how well they play, there's always a team just a bit better than them for one reason or another - or they just balls up their title challenge near the end, what is the reason for this?

Yes, for sure, maybe not today, maybe not tomorrow, but soon... I suppose it is a little bit similar to the situation Man United found themselves in 1992. Just lost the title race to the surprise champions, Leeds. They hadn't won it for a long time at that moment and the common wisdom was that they'd blown their best chance ever with Liverpool and Arsenal nose diving down the table that year, but the next year everyone else was rubbish again, and they ended up winning it fairly comfortably in the end to get the monkey off their back. Think only Villa and Norwich challenged them. That's what Spurs need, they need everyone else to be rubbish for a year to get that monkey off their backs. I think it will happen for them, it is like what Conte said, if it weren't for Chelsea this year Spurs would be winning it by a mile. Now you can't rely on 'ifs' and 'buts' forever, but it will happen, I'm sure!

They'll look back on 2016 and 2017 and realise they kinda blew it. That was their chance.
I fully expect the two Manchester clubs to get stronger in the coming years.
They could taken over from Arsenal as the perennial under achievers though if that's any consolation.
