As you probably know, FIFA has decided some time ago to increase the number of participants in the World Cup from 32 to 48, starting in 2026. The current proposal is as follows:
Europe: 16 Africa: 9 Asia: 8 South America: 6 Central/North America+Caribbean: 6 Oceania: 1
Presumably that includes the host country(ies). This leaves 2 spots. The idea for that is to have a six-team tournament with one team from every confederation except Europe, with the confederation that is hosting the World Cup getting two places. This tournament would be played at the host country and it would be a kind of "rehearsal" for the real thing a few months later.
I would love to see countries from outside Europe and South America being more competitive in the World Cup but I am really not sure that giving them more spots is going to help in this regard.

If you must have 48 teams the fairest way would be to do it by FIFA rankings at the start of the qualification process.
At the moment it would look like this
UEFA - 24 CAF (Africa) - 8 CONCACAF (N. America) - 3 CONMEBOL (S. America)- 8 AFC (Asia)- 3 OFC (Oceania)- 1 Hosts - 1
OFC doesn't actually have anyone in the top 47, but it's essential to the tournament that every FIFA country should enter. I gave them one of UEFA's spots as they have the team ranked 47th.
I don't agree with bringing in all these teams who are fucking shit though. They've done that in the European Championships and it completely ruined it. Last year Portugal won the competition winning only one standard football match against a team of sheep shaggers.
I'd much rather see the number of teams at the World Cup reduced, there are enough bad teams there already.

I would extend some zones for qualifying - it would make the quality slightly better.
UEFA can stick
CONCAF and CONMEBOL can join
Asia and Oceania can join
Africa can stick

48 teams is a garbage idea. There are too MANY already. Cut it back to 24.

The World Cup, in its early stages at least, is supposed to be a celebration of the game around the globe, much like the olympics does for athletes. The Olympics lays down minimum qualifying performance levels that must be achieved before participation can be gained. How to do this in football ? I don't know, but I don't mind seeing a team from wherever in the early rounds because they get to be a part of it and are unlikely to last long. If they do then we have an underdog to shout for. Every football-playing country should have the opportunity to play, otherwise the tournament would be misnamed.

If you wanna jazz up the world cup then focus on the qualifiers, not the tournament.

Could just scrap the groups and the qualifiers, and invite every country and have one big fuck off knockout tournament, like the FA Cup, but played over 5 or 6 weeks. I think that would be pretty cool.

Or just do that for the qualifiers. Last 32 standing get to take part in the tournament.
First round starts in September 2018. Countries like Fiji playing Singapore.
Second round countries drop in - Djibouti, Tajikistan, Chad.
Third round countries drop in - the big boys.
You'd probably end up with 20 European teams using that system though (fine by me).
