He wasn't so much removed as left hanging. Other writers had a role for him, then Gunn came along and didn't. I imagine the conversation went something like this:
Gunn: "I don't want to use Deathstroke, Joe." Joe: "I wouldn't want to use Deathstroke, neither." *throws fists up* WB: "Joe, it was just his vision." Joe: "My fist breaking his teeth, that's the vision!"

But, I have to admit, I would like to see what someone like James Gunn would do with a character that outlandish in a movie. What would the interpretation be? How could one make that work?

Or another way would be to totally lean into all the racial stuff. What if he is Asian and all the insensitivity is part of the reason that he turns into a bad guy? All ideas are good ideas at this stage!

Deathstroke was supposed to be the main villain in the Batman movie when Affleck was still attached to it, then he got scrapped when Affleck left. Same thing happened in SS2. I honestly feel bad for Manganiello. He has the qualities of the stereotypical superhero actor yet could never catch a break. He was almost cast as Superman but lost the role to Cavill because he had a schedule conflict. Then he got cast as Deathstroke but was left hanging due to studio politics. Recently I heard he was campaigning heavily for the Kraven role in the next Spiderman movie but it doesn't seem to be getting any traction.

So they replaced Deathstroke with Bloodsport. I blame politics to be honest. Deathstroke was the logical choice to replace Deadshot once Will Smith left, but I guess they wanted another black lead in the part. Nothing against Idris, he was the best part of SS2, but Deathstroke had already been introduced in the DCEU, was clamoring to be used on more than just a cameo, in fact was already planned to be included in SS2, had a decent casting that fans were clamoring to see, not to mention the fact that Deathstroke is a legitimate member of Suicide Squad and is one of the most popular DC villains around. There's really no logical reason for the studio to dredge up a D-list character like Bloodsport, pirate a Marvel actor to portray him (who presumably costs quite a bit of money), then make him lead of the Suicide Squad over Deathstroke if not for politics. On a more personal level, Idris Elba's career is on a roll and there's no shortage of major roles for him. Joe Manganiello on the other hand could have really used the break. He has yet to get a big role in Hollywood and Deathstroke was supposed to be it. I really feel bad for the guy. He's mostly stuck doing DnD youtube vids.

However, when ComingSoon asked Manganiello if he was optimistic about getting to portray Deathstroke more in-depth down the line, the actor responded:
No, I let that go a while ago."
