Nine judges form a secret panel to review cases that they believe have been mishandled by the courts, which have allowed suspects to go free based on technicalities. They issue death sentences against defendants they find guilty and hire hitmen to kill them.
The first 2/3 of the film probably look a lot different today, with all of the cases of police misconduct being documented on video, than when the film was made. All of the emphasis is on suspects who we are led to believe are guilty getting off due to police failing to follow rules protecting defendants' constitutional rights. No explanation for why those rules exist is offered. That finally begins to change toward the end of the film, but by that time, it's almost too late.
Despite that, it is a fairly entertaining film, due to good directing and Douglas' acting.
