There’s several good TV movies with less than a 1,000 ratings.
The Siege at Ruby Ridge (1996 TV movie) The Betty Broderick Story (1992 TV movie) Born Innocent (1974 TV movie) JonBenét and the City of Boulder (2000 TV movie) Summer Dreams: The Story of the Beach Boys (1990 TV movie) The Shannon Mohr Story (1993 TV movie)
As far as feature films, there’s:
Split Image (1982) Zandy’s Bride (1974) Tag: The Assassination Game (1982) If You Could See What I Hear (1982) Running Brave (1983) Courage (1984)
I could list a lot more, but I’ll stop here.

Accriding to IMDb, my highest rationg for a movie wirth less than 1k votes is for a 2009 movie called Little Girl (a.k.a. La pivellina). I gave it a 9/10.
As for the OP's choice, I gave Ladybug, Ladybug an 8/10.

"The Happy Ending" (which might still be on YouTube) is a great movie. I gave it a 10/10, even though there's some .. not confusion, but ... it makes sense in the end I guess.
