No. Don't remember a cartoon or the toys. What other figures were there besides Robocop? Could you get that little annoying drug dealer kid? I bet that figure is valuable.

There was actually supposed to be an "Aliens" children's cartoon at one point until it got axed: They did make the toys for Aliens in the late 80s. And an Alien toy for the 1979 film. It's so crazy that Alien got children's merchandise, it was an allegory for rape

I remember getting a Robocop action figure for christmas when I was about six or seven. I also remember seeing the film a few months before and having nightmare's about the way the ED-209 moves. The live action Robocop tv show sucked. Really awful. I remember liking it. In my defence I was very young at the time.
