With the Hays Code as ruthless and strictly enforced as it was, how do you think this film (aimed at children no less) managed to get around it by having the villain get away at the end without facing any punishment? Was it because he technically didn't kill anyone?

I had to re-read the tenets of the Production Code and under the section of "Principles of Plot", an underlisted point reads: "Crime need not always be punished, as long as the audience is made to know that is wrong." So, Pinocchio would have passed.

Disney didn't hesitate when taking risks with their earlier movies. This is possibly the best of the classic era (30s and 40s).

Are we talking about the guy who turns the kids into donkeys? Perhaps it's the way it's implied they're bad kids who bring it on themselves.
