Yikes. He's not a terrible actor, but he's far from intimidating. That's exactly how I feel, but in this instance it might be exactly what the role needs. Bundy was notorious for being charming, not intimidating. That's how he got as far as he did.
Efron needs to stretch as an actor if he's serious about his career. This might work out. I don't hate this idea.

And I don't think that it will romanticize Bundy. There's really no way around what kind of scum this guy was. Do even a little research and you can learn just how horrible he was, even though he put up a convincing façade.
Speaking of romanticizing serial killers, I was a little taken aback recently at a resurgence of Jack the Ripper stories wherein he was being romanticized. There's a book with a title something like "I, Ripper" in which he was supposed to be a romantic interest of some female lead, and a TV show called "Time After Time" (a remake of great movie by the way) that had a hot young sexy Jack roaming the streets of modern day America getting lucky with lotsa babes. WTF? Did the people in charge of these projects not stop to understand how horrible this guy was to the women he killed?

He plays every role the exact same way, and yet no one seems to notice. Efron will never prove himself, because he sucks.
