After watching that video and taking it on the word of the person putting everything together it seems to fit relatively well and I think that is obviously on purpose. I like that because it isn't canon and can't be canon that you can see his character as James Bond or not. I don't really know why fans like the idea that James Bond has been locked in a U.S. prison for the past 20 years though.
Obviously most people wouldn't make the connection to all the details, especially if they don't follow James Bond all that closely. I have always felt like The Rock was doing an ambiguous James Bond connection in the same way that Enemy of the State makes an ambiguous The Conversation connection with Gene Hackman's character. Both Jerry Bruckheimer movies btw.
Supposedly Aaron Sorkin and Quentin Tarantino worked on the screenplay for The Rock as uncredited writers that were brought in for re-writes and touch-ups and the James Bond referencing would be a very Tarantino thing to do.

The guy in the video says that some people think James Bond is a code name and goes on to explain why that isn't the case, though mentioning any Bond movie made after The Rock can't be used as evidence for him being James Bond in The Rock. This is in response to him using Skyfall and the movie Casino Royale as examples. He also uses Die Another Day as an example for something at one point.

What's the big deal? It is obvious he was inspired by James Bond. It's not a secret.
Connery knew he was doing a Bond-type character. But him being in prison for 30 years is not a Bond trait. That's a mega failure if he was Bond. Look how easily he escapes when he wants to. He uses the rope trick.
That is what was stupid with the Mask of Zorro. Would he really want to stay imprisoned for 20 years? Look how easily he escaped when he wanted to. He wouldnt want to escape to find his daughter? Come on.
I never thought about it until recently but that's a crazy plot flaw. It would make more sense if he thought she (and/or his arch enemy) had been killed.
It's very unZorro like for him to wallow away in there doing push ups daily to keep in shape.

It's a compelling theory, but I throw cold water on Bond being locked in prison for over 20 years. Connery's James Bond would have dropped spying altogether after he retired as 007, and lived in Nassau for the rest of his life. So, sure, John Mason was inspired by James Bond, and casting Sean Connery was no accident. The references to Mason being trained by British intelligence were a playful wink to the audience, but John Mason is his own independent character.
