Harley Quinn in the comics has been capable of handling herself. She isn't supposed to beat Batman which is arguably one of the best martial artists of the DC Universe but she is supposed to beat average mooks with ease.

Harley’s breakout scene was the best in the movie, but I didn’t think she did anything too crazy.

Since the 90's? Harley Quinn in the comics has been capable of handling herself. She isn't supposed to beat Batman which is arguably one of the best martial artists of the DC Universe but she is supposed to beat average mooks with ease. Nah, this was a gradual change. In the beginning she was considered dangerous due to her psycho nature combined with her acrobatic skills, but she wasn't considered a highly skilled combatant. I guess the got improved throughout the years (same way with Joker) but nothing in her character background would still explain how she became so skilled.
