Isn't this the one that was interrupted by FDR's sudden illness and death? I guess it kind of symbolizes his unfinished term
and not being able to witness the end of WWII.
The real mystery is what happened with Obama's WH portrait? There's no background at all; it looks like one of those bland photo portraits from a photography studio with a boringly all-white backdrop. Maybe something could be added later, like a background of Trump behind prison bars and crying hysterically, while Obama ignores him in the foreground.

Looks fine as it is to me. All you really need is his face, which is completed.

I looked it up. it was because FDR died.
I am just giving the answer, as it does not seem like the OP is going to.
Also that painting could easily have been finished even with FDR dying.
