Not exactly, I know it's something Targaryens are known for.
And GoT had plenty of it too. So, it shouldn't be of any surprise to the viewers.

Not really. It's fictional and the people involved are not really related so no. It does crack me up though how many people seem shocked by House of the Dragon's content... I can only assume they were not familiar with the original show.

If you are talking about Milly Alcock who plays Rhaenyra in the first 5 episodes she is not a tiny girl she is a 22 years old. Also have you notice that people generally don`t refer to grown up men who looks young as tiny boys. Something to think about.
