I think it's the Wicked Witch of the West in The Wizard of Oz ? (Did not know that quote, used google).
This might be hard, but I'll give hints. This is from a biography I read of a director of classic films.
Which director transplanted to Hollywood became so enamored with all things Western and cowboy that he took up square dancing?
Hint: could be seen square dancing in cowboy boots, western shirt and bolo tie, wearing his monocle!
