may sound stupid but here i go anyway.in terms of TNG and DS9 especially since the variety was wow....do the characters actually see the transportation effects like for example Q snaps his fingers and you see a flash and whoever is transported to wherever in the universe he wants....the transporter used by the "jellyfish" in one part of the pilot episode. everything from cardie transporters to klingon transporters and well tin man(not much there) you get the idea though right???do they actually see them??

We know that on TNG, Lt. Barclay saw the transporter effect, and Geordi indicated he could too... Picard also made a comment to a Romulan Commander that, indicated he knew he was being beamed back aboard the Enterprise ship from a Romulan Ship. So when it comes to most Federation Transporters the answer is yes.
I have no clue about other machine based transporters, but I suspect that they can be seen in operation too..
As for Q? People may see a "flash". But who knows.
