After a four year investigation, the EPL has today charged Man City with over 100 breaches of the financial rules...
Seasons 2009/10 to 2017/18 inclusive - rules that required provision, in the utmost good faith, of accurate financial information that gives a true and fair view of the club’s financial position, in particular with respect to its revenue (including sponsorship revenue), its related parties and its operating costs.
Seasons 2009/10 to 2012/13 - rules requiring full details of manager remuneration in its relevant contracts with its manager.
Seasons 2013/14 to 2017/18 - rules requiring club to comply with Uefa's’ regulations, including club licensing and financial fair play.
Seasons 2015/16 to 2017/18 inclusive - rules on profitability and sustainability.
From December 2018 to date - requiring club to cooperate with, and assist, the Premier League in its investigations, including by providing documents and information in the utmost good faith.

Over 100 charges... This should be interesting. A huge points deduction, or expulsion from the league would clearly be coming if it was an EFL club.

They will not be punished
Or the punishment will be so tiny its not going to effect them in anyway.
A really mild smack on the hand, that you hardly feel when it hits you.
I will be very surprised if they actually get properly punished, thrown out of the league system, a fine where they need to pay hundreds of millions and a proper point reduction of 30-50 points. And even take away the titles they have won. Or at least some of them. That is the punishment they should get, but its never going to happen

In some ways this situation is very similar to the film The Untouchables which I recently rewatched.
If someone buys a club and wants to spend whatever they want on players, etc then really shouldn't that just be allowed? As long as due diligence is done to ensure that the perspective owner actually has the money, then is there really any harm done?
In itself, probably not. But then once they've set up all those FFP fair spending rules (e.g. percentage of turnover, etc) then you've got play by them (even if in themselves, these rules are just to try and maintain the status of certain clubs) or face the consequences.
To look at the Al Capone analogy - Sure, on one hand he was just helping folks enjoy a drink or two, since it had been outrageously outlawed. However, we can still righteously cheer on Costner and Connery (even although we know the mob wasn't really doing any harm) as they are enforcing the law, which Capone and co knew full well they're breaking.
Same thing with City. There's no way they wouldn't have know what they were up to. For a full, Hollywood style ending they should really be stripped of all titles they won within the period in question and be demoted to the fourth tier.
Of course that will not happen. As per the Champions League investigation, a small fine is the best we can hope for.
