I think The Riddler could be interviewed in Arkham. He amassed a lot of information about the criminal underworld due to his surveillance of The Iceberg Lounge and chronicled it in cyphers which the authorities may have yet to succeed in encrypting.
Also for this reason he could be valuable to Joker, Penguin, Catwoman or Batman.
Penguin will be the reigning mob boss of Gotham. Maroni has already been established so perhaps he will be his main rival. Joker will probably be released from Arkham early in the film (it hasn’t been established that he had a long sentence so why have a break-out scene when you can have a break-out scene of Riddler later in the film).

Why squander their work In introducing them? I don’t really care about Riddler but he should make a cameo at least. Nor is Catwoman necessary. But the scenario of Batman’s most iconic villains teaming up is an opportunity they should consider. Joker should be in there but perhaps remain on the loose at the conclusion. Penguin will definitely be there. The Batman has already broken the tradition of every batfilm (I don’t count the 60s film), by that I mean they all featured a villain not yet seen on film before. Maybe the next film will just use what they have established.

Will they address the drug that Batman shot himself up with at the end of The Batman? Apparently Bruce was addicted to venom for a short time in the comics.

I've heard rumours about Scarecrow being a 2nd tier bad guy. No matter what, I'm excited to see where they go with this (Even if the makeup for the Joker makes me a little nauseous - it sounds like they aren't planning for Joker to be the Big Bad of movie 2)

Matt Reeves has mentioned Mr. Freeze a few times though I’m not sure if he’s serious about it.

Matt Reeves has mentioned Mr. Freeze a few times though I’m not sure if he’s serious about it. IDK. The sci-fi elements of The Batman aren’t too fanciful. They’d have to adapt Freeze to be grounded, probably. Scarecrow seems consistent with the tone of The Batman I guess. I’ve always thought that Poison Ivy could be put into a realistic setting. I’ve met people obsessed with plants and they can be nuts. And the world of botany contains many extraordinary scientific possibilities including poisons, hallucinogenics and dangerous sharp barbs. I’ve thought that Ivy could be some homeless person who lives at ‘Gotham Park’(?) but has extensive knowledge of plants. No venus flytraps or fast growing vines though. I said previously that I want the villains they already established to feature but I have to accept they probably will introduce other characters and it might be for the better.

Yeah a botanist who specializes in poisons or hallucinogens is not too far fetched. Maybe she's a former eco-terrorist turned extortionist. Mr. Freeze could be just some guy wearing body armor. Plus the magic words "top secret" for whatever tech he's using.
