The composer used traditional instruments in the symphony. There was no techno beat. And he was indeed Russian, living in the Soviet Union at the time of composition.

Okay, Catman found it, and boy howdy was he wrong in the details.
The composer was Armenian not Russian, but it was part of the Soviet Union, so he was indeed a Soviet composer. The piece Catman half remembers is the composer's Symphony No. 2, but it is referred to as The Bell or Symphony with Bells. No industry in sight. The symphony both opens and closes with the strident horns, but there are also bells.
