No. I am not talking about the great ACTOR James Earl Jones... I'm talking about the SUIT in the franchise. I'll Explain...
In "Revenge Of The Sith"... Darth Sidious saves Anakin Skywalker's life by placing him into the Darth Vader Suit...
In the movie "Iron Man" 2008, Iron Man still sounds like Tony Stark. So his voice is just being broadcast through a speaker, there is no modification of the tone of his voice to make him sound like someone else... But, Vader's voice isn't just an electronic version of Anakin's voice.. It's been altered, to make him sound like someone else...
Who is he supposed to sound like and Where does the altered voice come from, before the Vader suit was given to Anakin?
Did Darth Sidious program a particular voice of someone he once knew, into the suit?
Did Darth Sidious just randomly pick a random vocal frequency that sounded evil and intimidating?
or Does the voice come from a random tone made by the components of the suit, and it just a coincidence that is sounds evil and intimidating?
Has this been addressed in any media?

Maybe his vocal chords were damaged. When your vocal chords get damaged, you can sound like an entirely different person. I learnt that from Leonardo in TMNT 2012 when after a fight with Shredder he went from sounding like Jason Biggs to Seth Green.

Maybe it was to hide his voice to keep his identity hidden.

Not the answer you're looking for, but an interesting look at this topic nonetheless:

I’ll start by saying I don’t know how canon what I’m about to say is but… From information I’ve picked up on this over the years I believe his lungs were scarred when the flames from the lava covered his body. This both weakened the strength of his voice and changed the timbre of it. The mask is designed to compensate and project his voice through mechanical means.

Not the answer you're looking for, but an interesting look at this topic nonetheless: Or son Wells was Lucas’ first choice for the voice of Vader. But that idea in the back of his head to go with a voice a little less recognizable turned out to be the right idea. Orson Wells died in 1985. That meant that after the OT they would have had to find another voice actor for Darth Vader. That may not have turned out so well, trying to match his voice, in the Star Wars movies that came after that that featured his voice.

This fan production from four years ago managed to match the voices of Vader and the Emperor quite well. I'm sure that Lucasfilm, with all their resources, could have done as well if not better, if they had initially used Orson Welles and were later forced to recast.

He had to have a voice to match the life support suit, nobody would've been afraid of him as he naturally looked or sounded after Mustafar.

As it happens, Shiv was watching The Lion King one day and said "I wish my apprentice sounded like that, not this posh Canadian pussy'.
No, without looking into any crazy EU stuff, I think that's just how the suit happened to sound. And I'd agree it was to help carry his voice after hus lungs got baked on Mustafar. Interesting that there were three prequels and yet zero backstory to the suit.

I'm sure that Lucasfilm, with all their resources, could have done as well if not better, if they had initially used Orson Welles and were later forced to recast. Eventually. But the technology to do that - artificially match another actor’s voice so closely to James Earl Jones - has only come along in the last 15 years (give or take 5 years). So there would’ve been a problematic gap in time between Wells death and when technology caught up.
