A journalist who travelled on the same submersible that has gone missing near the Titanic with five people on board has described how it was cobbled together from abandoned pipes and driven by a games console controller.
CBS correspondent David Pogue said passengers on the Titan submersible are sealed inside the main capsule by 17 bolts that can only be opened from the outside - with only 90 hours of oxygen.

The "craft" was developed by a private company. I don't know what authorities ... if any ... had to sanction the quality of its safety measures.
It doesn't seem that the NTSB, or any arm of the Department of Transportation, would have been overseeing the project. It's not really transportation, as such. It's more a private, exploratory enterprise. It almost adds a bit of recreation, into the mix, although it's a pretty expensive "playground."

Sad news, but not wholly unexpected. I wonder if this leaves any future for such deep sea ventures. Space exploration is vigorously on-going, after the Challenger/Columbia tragedies. Man is a curious creature.

I do think a lot of situations like that and Jessica in the well are like movie plots with a race against time for a quantifiable number of people (Sullenberger), and this one had all the Titanic lore.

That's a large part of it. this was recently. Searching for children who survived a plane crash in Colombian jungle.
