I'm not sure why, but for many, many years I thought I had seen this film. And yet, when I just watched it now, most of it was entirely new to me. In retrospect, think I may have just seen clips of it in the past, not the whole thing. When I was a kid, I had a record(s) that included songs from the film, so I knew the songs by heart when I just watched it.
There are a number of parts that are a lot of fun. Like the scene where Miss Pryce (Angela Lansbury) learns how to fly on a broomstick, or the scenes where she is getting to know the kids ("We've been sent to a house of horrors!," one of them says when she tells them that they have to wash thoroughly before supper if they want to get anything to eat.)
But the film is dragged down by extended sequences that don't really help move the story along. Like the soccer game between the animals, and like the dancers on parade on Portobello Street.
I was surprised to see Reginald Owen in a small part in the film. I always associate him with A Christmas Carol, and didn't recognize him in this role. (He was in his 80s during the filming and died a year after it was released.)
Great special effects - it even looks like Angela Lansbury did some of her own stunts 8/10
overall 6.5

B-
It was designed with the Mary Poppins dna in mind, & it's pretty good all things considered. I recall it being on TV quite often during the 80's.
