I've never seen it, but I know it has become this cult favorite comedy for the early 2000's. It made star Jon Heder become famous although he hasn't been able to get out of this movie's shadow.
Leonard Maltin Movie Guide Review:
Napoleon Dynamite (2004) - 3 out of 4 stars
"Deadpan comedy about a geeky high school kid (Heder), his family, and friends, who inhabit an alternate universe but struggle to get by in the real world of rural Idaho. Trying to connect with a female classmate, contending with a macho uncle who moves in when his guardian grandma gets injured, or resentfully feeding the family's pet llama. Napoleon is one of a kind. Not for every taste, but it's the sort of film that gets funnier with repeated viewing. Five-minute epilogue was added after closing titles midway during the film's theatrical run. Vote for Pedro! Written by Hess and his wife Jerusha. Later an animated series."

I remember the first time seeing this I hated it but after being talked into watching it again I loved it. I guess I just had to be in the right mood and seeing it with friends made it more fun. I liked the later Gentlemen Broncos too, even more deadpan and strange.

I recall liking it fine when it came out, but remembered not finding to be as funny as I was led to believe.

I walked into the theater on a whim before I knew of the hype and fell in love with it. I was living in Idaho at the time and the whole vibe of the thing just resonated with me.

I loved it as a kid. I wonder if it’d hold up.
