Would you agree that Amadeus has the strangest cover ever?

First of all, here's what it looks like:

It has a city at the bottom of it. That looks like a negative drawing of a city.

And above that it has one cartoon person.  Who is dressed really strange. 

And, in front of that person's head... or on it's head there is circle which has a tiny person holding  a rod with a star at the end of it.

I was looking at this cover and I didn't know what to make of it. I was like, what does any of this have to do with anything?
