It's a serviceable slasher sequel. Not sure if the sister angle was necessary though. I hated the sister angle. It totally ruined the premise of the first film. You have Loomis talking about Myers as "pure evil", and Brackett asking if each family is lined up for a slaugter house. Then we find out in the second film the only person in any real danger is Laurie and anyone who happens to be with her.

The sister angle also is a mistake in that it tries to explain why Michael is the way he is. It's the same reason Rob Zombie's Halloween movies fail. You don't need to explain Michael...it's better if he has no explanation.
